Heres a thought. For a 'drone boat' there'd really only be 2 factions which'd truely specialize in them, the Amarr and Galente. The other two, Caldari and Minmatar, would need a counter of some sort counter.
Maybe one utilising Smartbombs or a 'Drone Jammer' maybe a form of jamming which lowers Bandwidth on a single target, shutting down thier ability to control drones or one which imposes a debuff on speed/damage in the enemies drones. But only allow them to be fitted to these ships and a way to counter it. Still another option would be to have an EWAR-ish drone which disables the drones of a target ship, lights to catch lights, Heavies to stop heavies.
For adding in extra drones, everyone seems peaked to a high slot module, my thoughts would be to give the modules a CPU debuff of 5-10% per module as a requirment, especially if it becomes an 'open' module for all ships.
Still as I said above Ewar has to have a counter, so allow a way to increase bandwidth, maybe as a midslot with a relatively 'high' power requirement based on bandwidth increases. By high I mean require a turret or so's worth. This module could be opened up for every ship, scaled for ship/drone sizes. Ala +5 bw costs 5-10 grid, +10 bw 150-200 grid, +25 1500-2000. Yes a the smaller units would let you get the drones for less powergrid, but you would be sacrificing valuable midslots.
But some ships's drone bays match thier bandwidth, so put in a low slot module which increase drone bay similar to Cargo Bays. One could either use a method that works off of percentages (with the amount rounding up to the nearest 5db) ala +25%drone bay and -10% armor, or require powergrid, making them act more like Armor Plates for requirements.
Both of the above lead us to being able to artificially create drone boats, not great ones, but more choice is still choice.

A thought that came to me while typing all this out, if we want a sub-cap Gang-carrier, why not start them at 5 drones and allow a second flight of drones based on the racial type of the gang-carrier and skill levels. Ala an Ammaran GC would be able to let loose a flight of combat drones and a wave of either armor rep or energy neut drones, Caldari could run shield rep and ECM drones, Galente would get armor and sensor damp drones and Minmatar shield reppers and webber drones. Either allow a mix or make two ships per race, one a gang logistics and another a gang support with a bonus to using each of the drones in thier second flight.
